Government will not have to wait very long before
receiving some return for its outlay; and the
Governor repeats that the difference in the site
value of the land given up and the lands to be taken
in exchange will more than repay the Colonial
Government for their proposed expenditure on re-building
for the war department.
The possible future surrender of these
new lands by the war department would be dealt with
through the Military Lands Account, unless other
arrangements similar to those proposed at present
were made by mutual consent.
All in all the proposal seems to be a
good bargain from Hong Kong's point of view.

the proposals in principle and to the continuance of
negotiations on these lines with the Military
authorities.
